I believe it's the double-headed eagle. A number of empires and royal families have used it as a symbol of their imperial power (the Holy Roman Empire and the Austro-Hungarian empires, for instance). However, it dates back to at least the Byzantines. (that last bit according to Wikipedia).

What's weird about the picture is that the double-headed eagle tends to imply that your empire is non-homogenous (one body, two heads). But Nazis were all about a pure, Master Race.
